Current Narrative:
In its 2019 Formula Allocation Memo, DWD reaffirmed that it allows Workforce Development Boards (WDBs) to transfer up to 100% of the Adult and Dislocated Worker allocations, provided local entities seek approval as noted in the 2017 WIOA allocation memo available at https://www.in.gov/dwd/files/3511/2017-JUN-23-M_PY17_WIOA_Formula_Allocation.pdf.
