The Unified or Combined State Plan must include the following with respect to activities carried out under subtitle B--
b. 5. Describe the State’s Criteria Regarding Local Area Transfer of Funds Between the Adult and Dislocated Worker Programs.
Current Narrative:
A WDB may transfer up to 100% of the Program Year 2016 Adult and Dislocated Worker allocations and up to 50% of the Program Year 2017 Adult and Dislocated Worker allocations between the two programs. WIOA states that local entities must seek the approval of the Governor to make such transfers. The Governor is giving blanket approval to local entities to transfer at their discretion as long as the funds to be transfer red have not already been drawn down or expended. No funds may be transferred to or from the WIA Youth program. NOTE: Please continue to process a grant modification through your fiscal officer for any transfer.
