Implementation of the priority for public assistance recipients, other low-income individuals and individuals who are basic skills deficient is completed at the local level. Priority for adult services must be given to recipients of public assistance and other low-income individuals, with added priority for individuals who are basic skills deficient. Each LWDB is required to describe in its local plan its locally established policies and procedures to give priority to these customers. The results of these efforts are monitored and evaluated at the state level through the review and evaluation of physical documentation and participant files in the state’s MIS.
