Will I still go to the WIOA State Plan Portal website to login?
Yes, you will still go to wioaplans.ed.gov to access the WIOA State Plan Portal. When you select Login, that will take you to the Department of Education’s secure login page, where most users will select the Login.gov option.
I already have a Login.gov account with another email address not associated with my WIOA SPP account. Can I use that email address to sign in?
You must ensure that your Login.gov account uses the same email address as the one in your WIOA account the first time and every time you sign into the WIOA portal. If you already have a Login.gov account with another email address not used to access the WIOA portal, add your WIOA portal email address to your existing Login.gov account.
Once this has been completed, login to the WIOA SPP through the Login.gov option and use the email address that matches the one in your WIOA SPP account, so the portal recognizes your account. Otherwise your Login.gov account will not be valid for WIOA State Plan Portal access.* Please refer to the Department of Education's External User Login.gov Guide.
*Exceptions to the government email address rule must be requested via the WIOA help desk, and will only be approved when you do not otherwise have an official government email address.
If my WIOA portal account is inactive for 90 days, will it still be blocked?
Yes, the WIOA State Plan Portal still adheres to the U.S. Department of Education’s Standard PR.AC: Password Parameters Version 1.0 7 for account inactivity periods.
How can I unblock my account?
Contact the Help Desk to unblock your WIOA SPP account. After your account has been unblocked, you must login within 48 hours or the account will automatically become blocked again.
Will I need to reset my WIOA SPP portal password every 85 days?
Not necessarily. Once you switch to accessing the portal through your Login.gov or your Department of Education account, you will now follow those security standards for passwords. For Login.gov standards, please refer to Login.gov's help center. For ed.gov accounts, contact the Department of Education's ed.gov support team.
Do I need a PIV or CAC card to access the WIOA SPP?
You do not need a security card to access the WIOA State Plan Portal if you do not already have one. If you already have a PIV or CAC card, you may use it to access your WIOA State Plan Portal account by selecting the Login.gov option first, then selecting the option "Sign in with your government employee ID" link on the Login.gov sign in page.
If I forget my password, who should I contact?

How will I request a new role or change my current permission in the WIOA SPP?
Requesting roles and permission within the WIOA State Plan Portal will remain the same process, making requests through your profile.
My email address has changed. How do I update my WIOA portal user profile?
If you need to change your email address, first update your email in your Login.gov or Department of Education account first, then submit a request to the WIOA Help Desk to update your email address in the WIOA portal.
Updates to your Login.gov credentials are updated through Login.gov or a Department of Education account. When you sign into WIOA through Login.gov, use the email address from your WIOA portal account.
