Florida Education and Training Placement Information Program (FETPIP)

Florida’s system infrastructure is comprised of interconnected data collections, management, and reporting systems. The first is responsible for collection management and reporting of unemployment compensation data; the second system serves as the central hub for data collection management and reporting for Wagner-Peyser (WP) Act, Trade Adjustment Act (TAA), WIOA, and state workforce/ employment initiatives. One of Florida’s earliest and most successful innovations in evaluation and performance tracking has been FETPIP, which was established in mid-1980 within FDOE. This program was developed mainly to help evaluate the effectiveness of postsecondary education and training programs, particularly vocational education and similar career preparation programs. The scope of the groups to be tracked rapidly expanded to cover nearly all job training and placement programs including WIOA, Wagner-Peyser (WP), Adult Education, FDBS, Job Corps, Veterans, Welfare Transition (WT)/Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Apprenticeship, Reemployment Assistance (RA) claimants, and ex-offenders. A total of nearly 600 groups or sub-cohorts are being tracked. FETPIP follow-up data is electronically derived from Reemployment Assistance (RA) quarterly wage records, federal military and civilian personnel records, public assistance, incarceration/parole records, and continued education rosters. Access to this data allows for annual reports with extensive detail and longitudinal capabilities. Each group is typically tracked for at least two years with many tracked over much longer periods, including all graduates (and drop-outs) of high school, certificate programs, and all levels of higher education. Quarterly reports covering employment and public assistance status and outcomes are regularly run and analyzed. FETPIP data is provided to LWDBs to enable them to evaluate the strength of training programs offered throughout the state.

Alliance Enterprises, Inc. provides FDBS with commercially developed proprietary software and system development services that allow FDBS and its contracted providers to effectively track and manage their client caseloads. The system, Accessible Web-based Activity Reporting Environment (AWARE), is a web-based case management system developed for state vocational rehabilitation agencies.

Alliance is contracted to provide software enhancement services based on Federal regulation modifications from the Rehabilitation Services Administration (RSA) and the needs of clients, DBS staff and DBS providers.

Data from this system is used for the following RSA-required federal vocational rehabilitation reports or to support ad hoc reporting in the Quality Performance Information System (QPIS):

  • Case Service Report (RSA 911): Contains information about case closures during a given fiscal year, such as: types of employment outcomes achieved, employee earnings and hours worked, and demographic information.
  • Annual Vocational Rehabilitation Program/Cost Report (RSA-2): Summarizes all VR Program expenditures in a given federal fiscal year and includes information on numbers of individuals served.
  • Quarterly Cumulative Caseload Report (RSA-113): Provides for the quarterly collection of information on persons with disabilities in their rehabilitation process at State vocational rehabilitation (VR) agencies.
  • Annual Report on Appeals Process (RSA-722): Collects information on appeals activities from DBS/VR clients with disputes about decisions that have been made about their cases.

In addition, the following case management systems were developed to provide programmatic support to the DBS Bureau of Business Enterprise and the Vocational Rehabilitation Center for the Blind and Visually Impaired:

Rehabilitation Center Management (RCM) is a web-based application used by the Daytona Rehabilitation Center staff to manage day-to-day activities of blind and visually-impaired clients to prepare them for employment and self-sufficiency. RCM functionalities include: manage student information, perform assessments, create a service plan based on a student’s test scores, create a class schedule for a student and track the progress, record attendance, and create various reports and forms.

Randolph-Sheppard Vending Program (RSVP) is a data management system that contains cafeteria, snack bar, and vendor information used by the Bureau of Business Enterprise (BBE) program. The RSVP integrated solution is comprised of two applications -core RSVP application and Operator portal. The RSVP application tracks the contracts, monthly reports submitted by the operators, inventories the facilities, manages financial transactions that includes payments, reimbursements for repairs, overpayments etc. The operator portal is used by the operator to submit monthly reports and levy payments. Operators can also view past reports, compare reports, update operator profile, view announcements and submit new monthly reports.
