Beginning with the State Plan Modification in 2018 and for Subsequent State Plans and State Plan Modifications, the State Must Also Include Such Guidelines.

Current Narrative:

New Policy Development/Policy Modification

CareerSource Florida (the state board), in consultation with the Department of Economic Opportunity prioritize policy development. The Department of Economic Opportunity drafts policies for review by CareerSource Florida. CareerSource Florida reviews the draft policy, including legal compliance review by the CareerSource Florida General Counsel. The draft policy is then prepared for dissemination to the local workforce boards for a 30-day consultation period. During the consultation period, local boards are allowed to provide feedback on the draft policy. At the conclusion of the consultation period, all feedback is evaluated and the policy team determines if feedback should be incorporated into the final policy.

Florida is undertaking a review of WIOA, associated regulations, Florida statutes, CareerSource Florida Strategic Policies, and CareerSource Florida Administrative Policies to identify the state policies that will support the implementation of the State’s strategies. As part of this review, Florida is analyzing co-enrollment strategies, infrastructure funding of one-stops, and universal intake, where appropriate. This review is expected to be complete by November 1, 2016. The review may extend beyond this date to necessitate gathering partner input and addressing policy needs.
