After state editors have marked all narratives as complete, that's when you can change the status of a section to complete. The State Program Director marks all program-specific sections complete and the Big Submitter marks the Common Elements section complete.

Steps to complete a section are as follows.

  1. Select ‘My Plan’ in the menu to view the state dashboard.
  2. Scroll to ‘Sections’ under ‘Plan Content’ and select the arrow of the section name you want to complete.
  3. In the section dashboard view below the Section title, select the '+' to expand the 'Change the status of this Section' box.
  4. Select the option to 'Update the status to 'Section Correction Complete'.'
  5. Select ‘Make this Change.’ A confirmation message is displayed, confirming the status change.

The Big Submitter can do the following for the Common Elements, while State Program Directors can do the following for program-specific sections of the plan:

  • Move a section from ‘Draft’ to ‘Complete.’
    • Completed statuses include ‘Section Complete,’ ‘Section Correction Complete,’ ‘Section in Revision Complete,’ or ‘Section Modifications Complete.’
  • Move a section from ‘Complete’ back to ‘Draft.’
    • Editable statuses include ‘Draft,’ ‘Section in Correction,’ ‘Section in Revision,’ or ‘Section in Modification.’

After the state plan has been submitted for federal review, the plan is now in the corrections cycle. Each section will now cycle through corrections independently of one another. During the corrections cycle, when a state plan has received federal feedback and a section is returned to the state, the section is now in ‘Correction.’

State editors make corrections to the narratives as necessary. You can only edit narratives that the federal team has marked for correction in that cycle.

The Big Submitter does the following for the Common Elements, while State Program Directors do the following for program-specific sections of the plan:

  • Move a section from ‘Correction’ to ‘Complete’
    • And ‘Revision’ to ‘Complete’
    • And ‘Modification’ to ‘Complete’
  • Move a section from any ‘Complete’ status to ‘Federal Review’
