Technical Assistance Must Include Trainings, Conferences, Additional Resources, and Increased Collaboration with Other Organizations on Topics Such as One-stop Center Services (i.e. Availability of Referrals to Training, Supportive Services, and Career Services, as Well as Specific Employment Opportunities), the Employment Service Complaint System, Information on the Other Organizations Serving Msfws in the Area, and a Basic Summary of Farmworker Rights, Including Their Rights with Respect to the Terms and Conditions of Employment.

Current Narrative:

Outreach workers are fully trained in all aspects of employment–related services to MSFWs. New outreach staff first receive training on Wagner–Peyser services and local procedures by the LWDB. The State Monitor Advocate will then provide on–site technical assistance to the new staff on MSFW regulations to include outreach requirements, full applications, reporting requirements and agricultural job orders. Additionally, the State Monitor Advocate provides training on the employment service complaint system, apparent violations and basic farmworker rights. Outreach workers are encouraged to make routine visits to worksites to observe whether field sanitation and pesticide regulations are being followed by employers. They are also trained to ask questions of the farmworkers they come into contact with to determine if violations have taken place. Resources and materials are provided to assist the outreach worker in gaining knowledge on services provided to MSFWs by other organizations and employment–related laws.

Outreach workers are encouraged to refresh their knowledge on policies and procedures through online training materials. Occasionally, online webinar trainings are offered on the complaint system and MSFW requirements. These trainings are available to all career center staff.

Refresher training and farm labor compliance training is provided to outreach workers at the annual MSFW Staff Development Conference. This conference is held in partnership with the Florida Department of Education’s Farmworker Career Development Program (FCDP), Florida’s National Farmworker Jobs Program (NFJP) grantee. Joint training sessions are designed to encourage increased collaboration between the partners. MSFW requirements under WP and WIOA are reinforced to staff, as well as enhanced agricultural employer services. Additionally, guest speakers from different state and federal enforcement agencies, such as the USDOL Wage and Hour Division, Occupational Safety and Health Administration, Equal Employment Opportunity Commission, and the Florida Department of Health are invited to present workshops on compliance with employment laws at these conferences. This training provides outreach staff with the knowledge necessary to discuss farmworker rights with MSFWs during outreach.
