Introduction to the WIOA State Plan Portal

The Workforce Innovation Opportunity Act State Plan Portal, also known as the WIOA SPP or the portal, is a content management system that improves the process of creating and managing state plans. State staff enter their content directly into the portal. Federal reviewers review these plans, add comments and provide feedback to the states, all within the portal.

System Workflow

The WIOA SPP is developed with a workflow that begins with the states entering their state plan content into the system. Status changes move the state plans through the workflow. Once the Big Submitter submits a state plan, the state plan is transitioned in the portal to begin review on the federal side. After federal review, feedback, corrections, and all required approvals are received, the state plan is published.
