The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:

The Division’s case management system is designed to assure that individuals with the most significant disabilities are selected for services before all others. The estimated ratio of individuals exiting with and without employment outcomes has decreased from previous years. This decrease is primarily due to increased emphasis on stabilization. The length of time that individuals stay in employment status before exiting has increased from 223 days in 2017 to 390 days in 2020.
For the first priority category, 14,000 will be served. It is estimated that 1,150 individuals will exit with employment after receiving services. It is estimated that 3,500 individuals will exit without employment after receiving services. The goals are to be achieved within 33 months. The cost of these services is estimated to be $38,172,538. However, due to COVID-19 virus the number of individuals served of 14,000 and employment goal of 1,150 may not be met due to the possible need to close Category 1 and placing individuals on a waiting list.
For the second priority category, 499 will be served. It is estimated that 175 individuals will exit with employment after receiving services. It is estimated that 324 individuals will exit without employment after receiving services. The goals are to be achieved within 33 months. The cost of services is $1,060,375.
For the third priority category, zero will be served. It is estimated that zero individuals will exit with employment after receiving services. It is estimated that zero individuals will exit without employment after receiving services. The goals are to be achieved within zero months. The cost of services is $0.
