The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:

(2) The number of eligible individuals who will receive services under:
(A) The VR Program;
With the increase number of students with disabilities who are applying for Pre-ETS with DORS, DORS it is expecting that Category I will be closed in Federal Fiscal Year 2020. If it is determined to close Category I it is due to the lack of human resource to meet the demand for services for both the VR and Pre-ETS programs. In addition, with economic downturn in the State due to the COVID-19 pandemic, the expectation is that there will be a reduction in State funding for Federal Fiscal Year 2020 and Federal Fiscal Year 2021, which could impact the availability of federal funding.
As a result of these factors, DORS expects to provide services for 14,499 VR clients in Federal Fiscal Year 2020 and 13,500 in Federal Fiscal Year 2021.
