The Vocational Rehabilitation (VR) Services Portion of the Unified or Combined State Plan [13] must include the following descriptions and estimates, as required by section 101(a) of the Rehabilitation Act of 1973, as amended by title IV of WIOA:

The number of individuals determined eligible for VR services, but not receiving services due to DORS’ Order of Selection by the end of Federal Fiscal Year 20 DORS estimates that 3,400 will be on the waiting list. Individuals on the wait list are those determined to be Category 2, Significant Disability and Category 3, Non-Serve.
In the event that DORS closes Category I, DORS is estimating that DORS waiting list will increase from 3,400 to 5,900, with 2,400 individuals who would be determined to be Category 1 and 3,400 to be Category 2 for Federal Fiscal Year 20. If the closure extends for Federal Fiscal Year 21, that number could exceed 6,500 with 2,500 individuals in Category I and 4,000 in Category 2.
