    The Unified or Combined State Plan must include an Operational Planning Elements section that supports the State’s strategy and the system-wide vision described in Section II(c) above.  Unless otherwise noted, all Operational Planning Elements apply to Combined State Plan partner programs included in the plan as well as to core programs.  This section must include—

    • b. State Operating Systems and Policies

      The Unified or Combined State Plan must include a description of the State operating systems and policies that will support the implementation of the State strategy described in section II Strategic Elements.  This includes—

III. b. 2. The State policies that will support the implementation of the State’s strategies (for example. co-enrollment policies and universal intake processes where appropriate). In addition, provide the State’s guidelines for State-administered one-stop partner programs’ contributions to a one-stop delivery system and any additional guidance for one-stop partner contributions.

Current Narrative:

West Virginia has undertaken a thorough policy review to identify gaps in its policy framework for the No Wrong Door System at the State Board level. As a result of the gap analysis, we are aggressively incorporating new policies and procedures in coordination with appropriate state agencies responsible for the individual workforce programs, e.g. WFWV, Department of Education, etc.  As new policies and procedures are adopted, system stakeholders receive training, and WFWV and other state agencies adopt guidance and ongoing support to ensure consistent implementation of procedures and best practices. All new and ongoing state policies that support the state’s strategies and those related to one-stop partner programs’ contributions and guidance can be found at: https://workforcedb.wv.gov/pages/policies.aspx The initial focus on system policies has resulted in the following policy adoption:

Policy 300-1, West Virginia One-Stop System Vision, describes the vision for West Virginia’s one-stop workforce services delivery system. This policy sets the overarching vision for this WIOA plan.  The core tenet of West Virginia’s approach is “No Wrong Door”—a vision for workforce services delivery espoused by the Governor’s Blue Ribbon Taskforce. In operationalizing West Virginia’s No Wrong Door approach, this policy outlines the principles, expectations, and quality standards for West Virginia’s one-stop system partners under the Workforce Innovation and Opportunity Act (WIOA). 

Under West Virginia’s No Wrong Door franchise model, the one-stop system utilizes four critical factors:

1. Customer Service ensures that employers, workers, and job seekers—the customers of the one-stop system—are at the forefront of processes and workflows and that the system provides positive impact and value to customers.

2. Operational Relationships defines the ways and means by which program partners collectively contribute to the provision of services to customers and actively seek to build and improve organizational relationships and sustain best practices. 

3. Resource Management focuses on the ways in which financial and material resources are deployed under the one-stop system framework, including the accountability for such resources to customers and the public.

4. Professional Development seeks to collectively build staff knowledge and skills through appropriate training and technical assistance to ensure consistency in service delivery throughout the entire one-stop system.

Other policies that support implementation of State’s strategies and guidance for a one-stop delivery system include:

300-02 One-Stop Delivery: Comprehensive and Affiliated One-Stop Centers - This issuance defines and describes the requirements for comprehensive and affiliated one-stop centers in West Virginia, including use of the Common Identifier, as authorized under the Workforce Innovation and Opportunity Act (WIOA).

300-03 Requirements for Local Memorandum of Understanding and MOU Template - The purpose of this issuance is to detail the requirements for a local Memorandum of Understanding (MOU) under the Workforce Innovation and Opportunity Act (WIOA) and apply a consistent set of standards for MOU development.

300-04 One-Stop Infrastructure Funding and Template - The purpose of this issuance is to detail the requirements for funding one-stop infrastructure and provide guidance to West Virginia’s Local Workforce Development Boards (LWDB) under the Workforce Innovation and Opportunity Act (WIOA).

300-05 One-Stop Center Certification - This issuance outlines the policy and procedures for certification of comprehensive and affiliate one-stop centers in the State of West Virginia per statutory and regulatory requirements authorized under the Workforce Innovation and Opportunity Act (WIOA).

300-06 One-Stop Operator Requirements - This issuance outlines the policy and procedures for competitive selection of one-stop operators under the Workforce Innovation and Opportunity Act (WIOA).

300-07 Common Identifier - This issuance outlines the requirements of the Common Identifier described in the Workforce Innovation and Opportunity Act (WIOA) statute and regulations.
