The State agency must prepare and submit an Employment and Training (E&T) Plan to its appropriate Food and Nutrition Service (FNS) Regional Office. The E&T Plan must be available for public inspection at the State agency headquarters. A State agency may include its plan for the SNAP E&T program in a Combined Plan under WIOA but will require FNS approval prior to implementation and must continue to make a copy of the plan available for public inspection. If a State includes SNAP E&T in a Combined Plan under WIOA, the State agency will detail the following for each year covered by the Combined Plan:

a. 15. The payment rates for child care established in accordance with the Child Care and Development Block Grant provisions of 45 CFR 98.43, and based on local market rate surveys.
Current Narrative:
If the participant is not eligible for CCDF funding, or if CCDF funding is not readily available, SNAP funds may be accessed for childcare costs. Priority SNAP childcare will be available on a limited basis for participation in IMPACT services and up to a 90 day employment retention period. Payment rate maximums are set in accordance with the federal Child Care and Development Block Grant (CCDBG) and based on local market rate surveys.
